A well-written LE helmet RFP does three things: specifies the real performance envelope, filters marketing-only vendors, and leaves room for at least 3 qualified bidders. Under-specified RFPs invite inadequate product; over-specified RFPs lock to one vendor and invite protest.

The specification stack

A modern LE helmet RFP should include language covering each of these areas:

Ballistic performance

"Helmet shell shall be certified to NIJ 0106 Level II. Helmet shell shall meet the ballistic performance criteria of ACH-GEN-II, including:

  • 17-gr FSP V50 ≥ 2,100 fps
  • 9mm 124-gr FMJ V50 ≥ 2,000 fps
  • Backface signature within ACH-GEN-II limits. Evidence of compliance shall be a test-lab report from a recognized ballistic test laboratory (HP-White, Chesapeake Testing, or equivalent) dated within the past 24 months."

This captures the real threat envelope without locking to a specific shell or cut.

Cut and geometry

"Helmet shall be high-cut geometry (ACH or cut-above-ear) with exposed ear region for compatibility with electronic in-ear communications. Full-cut shells are not acceptable."

Or, if flexibility is needed:

"Bidder shall offer both ACH mid-cut and high-cut configurations; agency reserves the right to order either cut from this contract."

Retention and pad system

"Helmet retention shall be a pad-based system with not fewer than 7 contact points, or a dial-harness system with integrated impact pads, meeting manufacturer-documented blunt-impact standards. Retention shall be adjustable by the wearer without removing the helmet."

Don't lock to a specific brand (BOA, CAM-Fit, Caiman) unless you have a procurement-defensible reason.

NVG readiness

"Helmet shall be pre-drilled for a Wilcox L4 or Ops-Core VAS shroud. Bidder shall supply shroud pre-installed. Bidder shall supply a compatible counter-weight assembly. Shroud selection shall match Agency's existing NVG inventory: [specify J-arm / dovetail / VAS-bridge]."

Sizing

"Bidder shall supply helmets in size S, M, L, and XL at minimum. Bidder shall offer on-site sizing support for all covered officers during a single sizing event, at no additional cost. Bidder shall warrant each delivered helmet to the wearer on which it was sized."

The on-site-sizing clause is the single most important fit-quality driver.

Chin strap

"Chin strap shall be a 4-point H-harness with rear nape support. Strap shall remain secured during blunt-impact and ballistic impact testing."

Weight

"Total helmet weight, including retention, shroud, chin strap, and rail system (if applicable), shall not exceed [3.3] lb in Size Medium."

Set weight limits realistically — too low eliminates qualified vendors; too high defeats the purpose.

Accessories

"Helmet shall include side rails compatible with industry-standard ARC or equivalent rail system for light and comms mounting. Bidder shall supply ear-pro cutouts or attachment points compatible with agency's issued comms system."

Warranty

"Bidder shall warrant ballistic performance for not less than 5 years from date of manufacture. Warranty shall cover non-impact degradation. Replacement of shot or damaged helmets shall be offered at discounted replacement pricing."

Filter clauses

These language patterns filter marketing-only vendors:

"Bidder shall provide evidence of fielded deployment in not fewer than three US LE agencies of ≥100 sworn officers each, with helmets in service not less than 24 months."

"Bidder shall provide a ballistic test-report from a recognized test lab (not the bidder's internal lab)."

"Bidder shall provide documentation of post-impact replacement procedures and actual replacement pricing."

What NOT to require

Common RFP mistakes that lock to one vendor:

  • Specifying a specific trademarked product line by name ("FAST-compatible," "EXFIL-style") — use cut geometry instead.
  • Requiring a specific retention brand — use performance criteria (contact points, adjustability).
  • Requiring a specific shroud without documentation of why — pre-drilling for both Wilcox and VAS (via adapter) is the competition-maximizing choice.
  • Requiring weight below 2.5 lb in Medium — this eliminates most compliant vendors; it's a SOF-specific threshold.

Sample evaluation matrix

For bid evaluation, a practical weighting:

  • Ballistic compliance (pass/fail, not weighted) — must certify
  • Fit / sizing support (25%) — including sizing clinic
  • Total weight including accessories (15%)
  • Price (25%)
  • Warranty terms (15%)
  • References from fielded agencies (10%)
  • Optional accessory ecosystem (10%)
