BJA Seeks Comment on Extension of BVP Application Form Collection

The Bureau of Justice Assistance has published a notice proposing extension of the currently approved information collection tied to the Bulletproof Vest Partnership (BVP) application form. The notice opens a public comment window on the paperwork burden and utility of the existing collection instrument used by jurisdictions applying for BVP funding.

Document details

  • Agencies: Justice Department; Office of Justice Programs
  • Document number: 2013-16410
  • Type: Notice (Proposed Collection; Comments Requested)
  • Published: July 9, 2013

What is changing

This is an extension of a currently approved collection, not a new instrument. BJA is soliciting comments on:

  • Whether the collection is necessary for the proper performance of agency functions.
  • The accuracy of the agency's burden estimate.
  • Ways to enhance the quality, utility, and clarity of the information collected.
  • Ways to minimize the burden on respondents, including through automated collection techniques.

Relevance to procurement and dealer channels

The BVP application form is the gateway through which state, local, and tribal LE agencies request federal reimbursement for armor purchases. Any modification to the form — or to the supporting documentation it requires — directly affects how grantees structure solicitations, document NIJ compliance, and reconcile awards with dealer invoices. Manufacturers and dealers supporting BVP-funded buys should review the proposed extension for changes that could shift documentation burden onto vendors at the quote or invoice stage.

Action

Submit comments through the docket referenced in the Federal Register notice. No statutory or regulatory eligibility requirements for BVP funding are altered by this action; the proceeding is limited to the information collection instrument under the Paperwork Reduction Act.
