BJA Seeks Comment on Extension of BVP Application Form Collection

The Bureau of Justice Assistance has issued a notice requesting public comment on the proposed extension of a currently approved information collection: the Bulletproof Vest Partnership (BVP) application form. The notice was published in the Federal Register on July 9, 2013 under document number 2013-16410.

Issuing agencies: Justice Department, Office of Justice Programs.

Action: Notice; proposed collection; comments requested. The submission is processed under the Paperwork Reduction Act as an extension of a currently approved collection rather than a new instrument.

Instrument: BVP application form used by state, local, and tribal law enforcement agencies to request federal reimbursement assistance for the purchase of armor vests through the Bulletproof Vest Partnership program administered by BJA.

What this means for jurisdictions and dealers:

  • No substantive change to BVP program eligibility, vest compliance requirements, or reimbursement structure is announced in this notice. The action concerns the continued use of the application form itself.
  • Agencies that apply for BVP funds — and the dealers and manufacturers that support those applications — should expect the existing application workflow to continue without disruption during the extension period.
  • Stakeholders with operational feedback on the application form's burden, clarity, or data fields have a comment window tied to this notice.
